I've found the only place with a moon shortage is around Jita... get more than 5-6 jumps away and there are loads of open moons.. I know one out of the way system 4 jumps from jita 0.5, lots of moons open. Or just hire some mercenaries to pop it....

Its been awhile, but I thought chaining rats made faction spawns very unlikely... Either you get consistant bounties, or a big payoff every so often, you don't get both... could be wrong ç¦
